Program Director
Maureen Kane is the founder of the California Professional Municipal Clerk (CPMC) Program and a recognized leader in municipal governance and professional education. With more than 25 years of experience preparing and mentoring municipal clerks, she has played a pivotal role in advancing professional standards and leadership development within the profession. A former Riverside City Councilmember, Maureen brings a unique perspective that bridges the work of elected officials and municipal staff. Through her leadership, the CPMC Program was established to equip the next generation of municipal clerks with the knowledge, skills, and professional network needed to support effective, transparent local government.
Program Manager
Michael MacDonald is the City Clerk for the City of Ventura and a longtime public servant dedicated to transparency, accountability, and strong local communities. He holds both the Certified Professional Municipal Clerk (CPMC) and Master Municipal Clerk (MMC) designations and serves as the Program Manager and lead trainer for the California Professional Municipal Clerk certification program at UC Riverside, where he is responsible for developing and delivering curriculum that trains the next generation of municipal clerks across the state. A former California State Senate staff member and chair of the Oakland Public Ethics Commission, he has spent his career strengthening open government and public trust.

Vicki Kasad is a retired City Clerk with more than 30 years of experience serving multiple California cities and supporting effective municipal governance. Throughout her career, she developed a deep expertise in legislative administration, records management, and the professional development of municipal clerks. As part of the leadership team for the California Professional Municipal Clerk (CPMC) Program at UC Riverside, Vicki manages program scheduling, coordinates curriculum logistics, and helps facilitate the networking opportunities that are a hallmark of the program’s conference-style learning environment. A respected mentor within the profession, she continues to support the growth of the next generation of municipal clerks across California.
